We will get at least one axe out before the settler no matter what. Azza's power is still be low ours according to the graphs (turn delayed). If Azza settles A it would be his 3rd city and even further from the capital. So how likely is it? This is Azza who knows. But it is eternal war if he does so. I welcome him settling Site C if we Block A. Let that grow to size to and capture it easily. Indefensible.
If we settle B I do not think Azza will come after us. It is clearely in our sphere and we block our selves off of A as well which has to be his greatest concern. So I think I actually favor the speedier settler even though it might slow down the second axe. As long as we don't provoke Azza too much he won't build too many axes and we won't need to either. Even now he only has 2 cities so his axe production is slim to none.
So i guess I'm arguing for a fast settler for a more secure and peaceful border in order to build less military in the near future, and focus on economy.
