I did not realized there were exceptions, can you elaborate?

You'll also always keep at least one turn's worth of production.

apart from the double whip overflow and having a dedicated military pump, what other ways are there to raise an ancient age army quickly?

what should you be looking for in the early game when founding a military pump? The best guess I had so far was two food bonuses, a metal resource, and as many hills as you can find.
What I don't know is
-Anything else? fresh water or flood plains are always nice for farming in a military city so that you can work more hills
-Plains hills or grass hills? Grass hills lose a hammer but gain a food compared to plains hills.

Corn, when irrigated and farmed (6F), will support three brown mines (3x4P = 12P), or 6 green mines (6x3P = 18P). You also grow faster when working green mines. Food is life.
You'd also prefer that the location be toward your target(s), rather than away from them.

so basically the ideal military pump would be, in order of preference
1) Two or more 6 food tiles
2) As many grass hills as you can get
3) As many other hills as you can support
4) Little-to-no commerce potential? I assume you don't want a lush river city to be your military city
5) A metal or horses resource for redundancy and bonus production on the tile
6) Location on the front lines.

Horses could be a good tile to work; food-neutral plus four hammers.
