Is there some secret way to talk by in-game diploscreen that I am hitherto unaware of, using a combination of resources, gold amount and cities to send encoded transcripts of morse-like codes? I really hope not.

Yeah, people sometimes do that. If I understand correctly there are mixed opinions as to whether they should or not.

Not very helpful, I know... There's no decoder ring for this stuff, but Oxy is definitely trying to tell you something. If he offers another trade involving cities, just screencap it and decline. Figure out what he's trying to say.
