By the looks of the map, my gut is telling me to settle in place. If we move, we either waste a turn or lose a long term levee bonus of 5 hammers.
Agriculture first is a definite tech (and worker first). Workers can camp a forested fur, right? Because if they can't then mining should be the second tech so the worker can mine the riverside (looks like grassland) hill. The mines also allow the first workboat for the crabs to be completed faster. Even if the worker can camp the fur I would still research mining second.
So I think right now we're at this:
1. Settle in place
2. Worker first
3. Agriculture first
4. Scout goes to the 3 position (or 7). Our borders will pop a lot of the bottom part so I think now that going 7 is the better idea.
I'll see if I have the time to log in tonight or tomorrow. If not you might have to finish the turn.
This weekend, I'll probably do a world builder simulation of our start, just to see if mining or fishing second is best.
