If we're going to let in 13, Bigger should really be offered a chance as he expressed interest prior to TT dropping out. That said, I'm ok with 14.

One general point: I would advise to see your starts before picking. Else if you get screwed because you expected to get some Agri-resource or Fish and you didn't don't blame me

See starts: Yes. (By this I mean: mapmaker takes a screenshot of what we will be seeing on t0 and gives it to us, and also tells us public map info like world wrap.)
Espionage: Spies yes, GSpies yes. Active espionage missions no, infiltration action no.
Civ/Leader: Snake Pick. No Pacal, Willem, India, Inca.
Bans: war elephants, nukes, AP victory resolution, MoM, taj mahal.
Also, a couple things seem to have been dropped in the form everyone's using, so:
Game speed: normal
Start with scouts instead of warriors: yes
