Sure, but that plant is still valid even if Hague would have been 1 tile east. 5/1 tile available in the 2nd ring of the 3rd city is better than in the 2nd ring of the 4th/5th city.. Or would you have settled Hague where it currently is? mischief

Ow. I kind of had been mentally just assuming they were playing on Epic speed based on levels of development.
