Retep played last a couple turns ago and then first the turn after immediately after it rolled. Same thing will probably happen again this turn, as he is last to play again. While we don't have units near each other as far as I know right now, and we are not at war, I just wanted to note here for the record that I'm playing before retep every turn except for the turns when retep plays last and then immediately first - and in those cases it's impossible for me to maintain a consistent turn split. When we declare war again in a couple turns I intend to continue playing before retep. The original reason for this turn split is that retep is usually one of the last to play, but at this point our strategy is assuming this turn split as well. That's why I'm mentioning that he's now failing to maintain it 100%. Obviously I don't want to tell him, as that would alert him to the Impending attack.
Edit: well he just logged out after playing, so that's good. I got to maintain turn order this turn after all. The coast was clear for our workers so I made the proposed road. Hopefully it will be useful later anyway.
For those of you not following civstats or the tech thread closely, the turn mentioned above rolled without retep ever logging back in. His response in the tech thread:

Krill, time for you to get back in here and consider where we should put the next city if we annex carthage.
777 of capital. Always has, always will be, it's on the way to hooking the gold for additional happy which we want so we can work another cottage at GP and can take the ivory (so still work a good tile and another capital pop can work a river cottage).
City where the worker is, is another reasonable location for something like the 4th or 5th city, if we want to grab Calendar/IW early-ish to get yet more happy.
