Bear in mind that Scooticator just got finished with a game-long war with Commodore in PB8. It's not reputation for this particular pair, it's memory.

Sure, but that's such a lame reason for not fighting someone. Like, if I play a few games where I behave like an aggressive psycho and then make life miserable for whoever finally eliminates me by leaving behind a wasteland of barren tiles and size 1 cities, will I too get a free "Untouchable" trait? I would assume instead people would simply try to eliminate me at the first possibility, if they were willing to be in a game with me at all.
And I agree Seven that they're better off just sticking with infra right now. And yeah, if they want to pick a fight and claims more land they could probably take some islands off of India for cheap. But the great investment needed to take out several Mack cities doesn't still make sense to me, at that point I think I would direct it into killing or at least mangling one of Bigger or Commodore, and Commodore's empire will be smaller.

15 'zerks and 5 galleons, is pretty much just what they can pull together easily without breaking a sweat, based on what they already have built and what their HE city will produce in the next little bit. Just needs a little upgrade money, and naval upgrades of wooden boats are cheap. A couple extra galleons on top to make sure the loaded transports don't get picked off too easily doesn't strike me as a big investment.
A big investment would be building dozens more knights to try and go after Commodore or Lewger.

Hmm, I thought they were talking about larger numbers. I kind of doubt that force could break through whatever Mack will have to raze the several cities they are talking about. Probably enough to mess up TBS tho.

Depends on how it pans out, but the big issue for Mack is going to be twofold. Firstly, if Scoopin can take out even a couple critical port cities, they can afford to lose all those 'zerkers to do it. Apart from slowing Mack's economy, that will give them even more naval dominance and make it very difficult for Mack to respond effectively. Secondly, Scoopin can put those 15 'zerks in one place at one time, probably with tactical surprise, whereas Mack has several places he needs to defend, not the least of which is his border with Finharry. And because his ships will be slower than Scooter's he has to guess well if he wants to have a chance to hit back. Scoopin's ability to fork half a dozen cities at once is not a joke; nobody can afford to build a big enough army to be everywhere at once.
If Mack suspects Scoopin is coming, then he can heavily guard his Moai city against an amphib assault. So it's possible Scoopin might not achieve everything they would be hoping for, if they go through with it. But how much notice of an attack is Mack going to get? And I suspect he has his own plans for his troops already, that aren't entirely defensive in nature. I'd say it's pretty up in the air what will happen if Scoopin go through with it, but they have a good enough shot that it's probably worth trying.

The main reason for not fighting Commodore is that it won't help them win the game. Slowing down Mackoti and establishing naval dominance in the Western Ocean will help them win the game.
Now if Commodore was backwards and weak it would be a different story. But he's not backwards and he's not weak. War with Commodore at this point would be a long grinding war. Long grinding wars lose games.
The fact that Scoopin and Commodore are both war weary from PB8 is just a cherry on top of the real reasons why attacking Commodore at this point would be a bad idea.
