But if a city has been above size 1, and is currently size 1, then culture matters. Right? Or will it never autoraze?

we don't know if they want to keep the city or not. But it is not spolier, just game mechanichs. No harm in letting them know about it. But I sure don't want them to wait for the city to grow.

EDIT: Crossposted. Personally, I wouldn't want to influence their decisions here, but as I said, others are free to offer advice, IMO.

If a city has ever been above size 1 [SIZE="1"](e.g. by filling the food box, Hanging Gardens, random events, later era starts, etc.)[/SIZE], it will not autoraze (even if it has since shrunk back to size 1).
Of course, if you then load it as a WB scenario, the game forgets the city's history, and it will autoraze again if it remains size 1.
