Why don't you just make it so the bad events only affect other players? After all, a bad event for an opponent is like a good event for you!

IIRC correctly the idea was to move the +1h from Railroad tiles to the Replaceable Parts tech, right?
Because right now mines get +1h at both the railroad tile improvement and Replaceable Parts and quarries only get it at the railroad tile improvement

Circumnavigation is an enormous bonus to galleys and triremes. If there's no way to delay it until Astronomy, or make it available to everyone rather than just the first, remove it IMO.

I've sent Krill a CIV4EventTriggerInfos where iPercentGamesActive has been set to 0 for following events/quests. It'll probably be incorporated to next mod version.
