When a hopy city is destroyed, maybe it should move to another city with the same religion, if available?

Who would get the holy city, if more than 1 person had a city with that religion? Why should a player not pay the price of losing cities?
Why is it a necessary change?

The only thing it removes is that the owner of the holy city loses the ability to gain shrine income. That's it. The religion is still present in the game, unless it's a really early raze, but that's no different to Islam never being relevant. Same problem with razing wonder cities, that removes something form the game but it's a consequence of a players decisions.

Because of somebody's decision to raze and luck.

A holy city spreads religion too.
Speaking of Islam, maybe make the founder get 1 free missionary in every city?

Because of somebody's decision to raze and luck.
If you want to go down that line of reasoning, maybe wonders should be teleported once a city falls, maybe population is resettled in your cities etc.
It's simply part of the game, none of these are reasons to actually change it.
