I'm uncomfortable though with the idea of retiring to AI in any Multiplayer game, since the AI might do something like moving defenders out of cities or something equally insane. Could we have someone volunteer to sub in for these turns instead? They don't have to do anything other than hit end turn and fortify units inside cities. I still think that's preferable to retiring to the AI.
I have limited knowledge, but I suspect that the AI would play marginally better than bantams. (Also, plenty of human players will move units out of cities when it's a really bad idea, too.)
Arguably, it's fairer for bantams's neighbor(s) to only up his civ's skill level by a small amount, rather than getting a real human sub.
I have no strong preference though.

Oh, if you only knew...
Also, I just want to note that perceived skill level of a Persian player was a serious factor in my decisions. If I knew that he would be subbed I may have played differently.

I'm fine with whatever Ichabod rules, and if Bantams double-moved then the reload is fine too.

what about if we replace both gavagai AND bantams with AI? that would be the most fair outcome i believe

I'm pretty sure Seven is an AI. And you guys have called me a robot quite a few times already. Krill is an unfeeling being, so obviously also an AI.
