Well, that's true and all, and I don't think it needs doing to hide the strength, more to try and not get the game called if it's still fun to play.
That said, the numbers seem like Constitution can be researched by the end of the GA without a GM bomb. With a single GM bomb I think that it might be possible to get to about 60% of Democracy finished? 2 Bombs and Demo might be done in 15 turns, if not then it's as good an aim as any.
