An additional option, should it be desired, is that I could simply play any turns remaining as soon as 24 real-time hours have passed since the last turn flip, regardless of what the Pitboss clock says. This is nice for me as it guarantees maximum consistency in the time I play each day, with minimal lag only resulting from the time it takes me to login and play after 24 hours are up. But it's nice to be able to check the website for the countdown too. Up to you guys.
Either way though, I think the Pitboss timer should be shifted down to 19 hours to try to keep as close as possible to 24 real-time hours.

Fine with a timer change.
What I'm not fine with, however, is connecting to the game. I'm getting repeated The connection attempt to the Host has timed out. issues with both the caledorn.no-ip.org:2058 and 87.252.70.182:2058 addresses. I have tried connecting to :2057 as a test, and it comes up with the game is full. I have all but no experience in using pitboss so am not sure why this is occurring, how long-term this will be or how I can solve it. If anyone knows the answers to those three please get back to me ASAP, as otherwise I may not be able to continue playing. For now, I've asked Parkin to cover, but this is not a tenable solution for any more then the extreme short-term.

From my experience "Game is Full" corresponds to wrong mod version. Are you running RBmod 2.0.6.4?

A couple weeks ago, I had this exact same issue. And never found out what caused it. It just resolved itself...I think one of the times after Caledorn had to do a reload.
I was able to connect to PB20 from home, but not PB18. I took my laptop to my mom's house, and was able to connect to PB18 from there. So it wasn't an issue with my computer, or setups. Maybe if Caledorn does a save/reload that might fix the issue.

When i had the timeout issue, it resolved when the game was restarted. Maybe we just need to restart the game every few days? that's kind of a pain for Caledorn.

I have finally decided to put down some cash and register a website. It is www.ruffhi.com. Now I remain free to move the hosting options without having to change the name of the site.

I'm not an IT guy at all, just a programmer, so I'm probably not much help.
Have you tried connecting with Windows Firewall turned off? (You probably don't want to leave it off, but it would be useful to troubleshoot maybe.)
I think :2057 is PB20. When you were connecting there, did you have a mod loaded? If so, try connecting without any mod, just base BtS. I get to the leader select list when I do this. Do you get that far?

Uh, steam just updated civ4 to use steamworks instead of gamespy and they removed the Direct IP Connection menu option. Not sure what to do here besides try to find a pirated cd version of the game on bittorent...

That's really bad. I do not want to have to pirate Civ just to play in this game. I also do not have a disk for BTS. I haven't launched the new version yet and can't play right now... surely there is some way to host through Steam? Or can nobody play MP now except PBEM and Lan?
