The cow DOES produce commerce, indirectly. The food will allow growing onto more water tiles. The hammers will produce your lighthouse faster for more growth sooner. Or the cow greatly improves your speed of building settlers. This sort of thing is why food and growth is always the paramount concern in a Civ 4 opening.
That all said, improving that cow does take a massive investment of galley plus worker. And you'll crash into the happy cap before growing onto much water. Hard indeed to tell when the cow is the right move.

AH should almost certainly come after BW and Pottery...and Sailing.

Really, eh? So getting the whip econ going with a granary as fast as possible beats improving the tile here? Is the idea to get a settler on board a galley as soon as possible to look for a real city? I'm getting curious to see the comparative results here.
Regardless, Lexi's concerns about falling behind in commerce aren't the right focus. You're giving Emperor AIs too much credit. The real concern is getting a second city.

I think that once I get a lighthouse, then I can go for BW and slavery since the water tiles will have more food.

Need Sailing before AH, so you have a window where you can get a light house or galley. Nothing to work except coastal tiles should make BW pretty quick research target. Can't get a worker without stagnating growth and then for that 60 hammers investment you get 1 food and 2 hammers per turn. I think 2 whipping a settler would get you 2 food from city tile and 1 hammer...plus the potential second food resource you settle for. That has to be quicker. I think I'd probably go for Pottery after BW though...

Here's where I was on T15 - building Settler while waiting for Sailing to complete for a Galley. I got Mining early so I could mine that hill. May or may not have been optimal, I was just playing for fun.
On T27 I had the Galley produced, the Worker ready to offload on the Cow to pasture it (AH finished), and the Warrior loaded up ready to explore any new islands.
