So, upshot; Greece and Persia have way too much land, while France, China, Aztecs are super-screwed. Honestly, I might just reroll this; can someone link the Novtool for Flug? You can of course keep it, just need more work.
For starters...linking that weird huge island to China and France would open up more land for them, and Aztecs linked to that peak-isolated blob would help. That alone would get it below 1000 unfairness, IMO. Starts are close enough, IMO, to just post...to be perfectly honest I have zero idea what is "good" in Civ 4.5, seem all pretty okay. Don't even need plains hills, because of the Recycling Tanks baseline in the bases. Open up access to the lands of Greece and Persia a bit more, and I think you could probably ship it after ensuring everyone has nearby copper/horse/iron and oil/uranium/etc are on the map. Happy resources can get balanced, but I'm confused as to what each are...they might be "mana nodes" for all I know.

If somebody wants to contribute by adding functionality or creating a proper UI that would be very welcome.
