Oh just make the starting techs cost 39 base beakers and it's close enough for the standard formula.

Is Moai supposed to cost only 100 hammers now or was that an error? Seems undocumented.

Doubt it, only way I've thought could work is to create an updated 3.0.0.4 mod, distribute it to everyone including Caledorn and reload the game. I don't think it works though.

It's not just an XML change? Does Civ4 run some kind of checksum on the mod and the save?

Yeah, it'd be just an XML change, but I think I've seen someone try it before and the game wouldn't reload.
