Note the two catapults present. Gav can attack JR on T126, however he will be in a rather risky position, with the city still at 34% culture defense. Hw would likely lose a lot of units doing so, I expect he would lose around 10 units, mostly swords and HA. His slow mover stack would not be a threat at this point if he did this. Gav would also need to position his HA stack on either of the two tiles east of hte ivory on T125.
Moving here gives me the option to either prepare to counterattack Gavs stack on T126 (by putting my HA on the horse or plains hill tile). Culture bombing is probably a necessity at this point to ensure my units are safe from being alphastricked by Gavs units...OTOH my units are more highly promoted and should have odds, so meh. I would need to position workers to ensure the river didn't screw me over though.
Another option is that if Gav attacks JR and takes damage, I just move my entire stack up and bomb the grass hill. Blunt but possibly very effective. I could not move my stack onto the hill until T126, but Gav could plant a trap by settling the old WJ site. OTOH he would actually need units to defend WJ-site on T127 and if his units are banged up I don't know if he would want to do that, or if he even could? Bombing the grass hill on T127 would open up possible razes for all three of JR, Dalstroy and Hank Williams2 on that turn.
I don't think that Gav should attack JR until he has sufficient cats to keep most of his HA stack alive and the cultural defence is removed. It's too risky, and it could lose him the game. Only problem is I don't really see another move for him. The lack of workers or settler on the HA stack is just...not aggressive. Not threatening to attack Trevelyan next turn, allows me to move units around. Units outside sulture must be costing him a big of gold for no reason either.
I've found a couple of interesting options for if Gav moves his HA stack to threaten JR, the biggest problem is that they don't really work unless his stack is weakened somehow. Unless I had a half dozen CKN and cats present I don't quite feel comfortable with some of the plans, OTOH they are quite entertaining if they can be pulled off...
I need to get into a GA to just get one round of buildings done and then I figure I can manage two wars simultaneously with my neighbours.

Can you post a statistic list (the one from, uh, I think its F9? or F10?) of all your buildings? Sorted by the ones you have the most of.

With 1600 hammers of HA I've captured 1200 hammers worth of cities and kept 600 hammers worth of cities and something in the region of 250 food worth of pop (assuming food cost of pop is calculated with a granary present). And I still have 26ish HA, 1300 hammers worth left.
Buildings be damned. All I need are Horse Archers.
