Have you played a succession game before, Captain Bob? If not, you might want to go take a look at Civfanatics (where we play our succession games) to get an idea of what's involved. Here's a link to a previous succession game we ran:
http://forums.civfanatics.com/showthread.php?t=106941 In a succession game, each player plays a certain number of turns, saves the game, posts a summary of his turns, and hands off the save file to the next player. Thus the turn order is the order in which people take turns playing the game.

Can I join in? And *ouch* at the rules, no scrapping bases and 4% minimum on bases? How many clicks is that? If it drags on we are going to suffer from base maintenance big time! Can we trade techs if they offer? That wasn't specified. And with no invading we aren't going to be stealing any tech.... roll on final war! 
4% is one full tick on the planet slider.
If they offer to make a tech trade, you can accept if you wish. However you may not make any counter offers or propose your own trade. Just say yes or no, then leave the diplomacy dialogue ASAP.
