The NFL does purely reverse ranking. Some leagues such as the NBA have a weighted draft lottery in the lower end and then reverse ranking for the rest. Basketball has a much steeper talent curve and overall smaller pool so they want to discourage intentional poor records by introducing luck into the order. Not that it stops certain teams from tanking there.
