I don't think the problem is that the messages are insincere and crafted, it's that most of the time he genuinely isn't trying to be helpful. The few times he's sent a message where there really was common ground and he was trying to be helpful the messages are fine.
If Spulla had wanted an early ally I think they could have gotten one. Up until things fell apart I think he did accomplish most of his goals - they got more information out of communication than they gave, and they had the freedom to rapidly expand without antagonizing any neighbors.
If there had been a different metagame after their expansion they might not have had so much problems. At that point their diplomatic goals were much harder. Trying to convince other teams that the best way for them to deal with India's GNP lead was to try expand themselves while signing a short term NAP, or trying to convince someone to leave a big safe alliance arraying against them were both pretty hard sells. He would have needed to be incredibly charismatic to pull off another 30-50 turns of peace - I don't think the style of the messages is at fault there.
