Yet the pattern created ny this set up is intricate, takes a long time to resolve and is near impossible to predict without running the programme, i.e. a complex system.

The very simple concept of borders is indeed vitally important. And it was added in SMAC! Although enforcing borders there was a pain in the ass.

I think that I've usually heard the distinction being made between "Depth" and "Complexity", where Complexity just means the mechanics are hard to figure out, but Depth means that even when the mechanics are known the results are still not predictable. So basically what you said.

FreeCiv implemented borders, and I think that a Civ2 remake should at a minimum treat the land within your city radius as
your exclusive territory (overlaps taken by the older city).
