Thoth was thinking along the same lines as me, really. Except I was planning to give everyone a starting archer, too

On a.serious note, the two food res should add up to between 10 to 7fpt at size 2, minimum single 6 yield and single 5 yield tiles. So long as you give players that, the rest of the reason to make people stay at the capital is usually done by giving them a river and a happy res.
Seafood starts will constrain players to picking fishing civs which will really hurt the snakepick, so it's usually best to not put too many of them in, but it can be hard to balance the starts. Single seafood starts are slower to BW as need split food res, but split land Res require the two most expensive food techs. Bad design imo but i own that.
Double fishing starts are weird as the most obvious route to go is straight BW but Spain on a lake is real, going for early religion. The issue is that need to whip worker at size 3, can't double whip efficiently without a granary. But the worker is of dubious value without food.res to improve.so it's really hard to play well. PRO plus fishing/wheel is.interesting, but fishing/mining is just better imo as extra commerce.from seafood speeds.up early tech significantly.
All in all, i hope that everyone either has split food.res if on double land food.res, or double fish with an interesting lake situation. That makes for an interesting snake pick for the lurkers and players.

Once I'm done, not in time for the snake. Although you can infer approximate dimensions from the constraints I'm under .
