Well cities are themselves a unique District so actually it kinda does...

So basically civ 6 dlc is a single civ that has a single trait in civ 4? No wonder I hate the leader/civ system

Yeah, I think they've really are missing an opportunity with mixing leaders and civs. They teased the idea with two Geek leaders but seem way too tied up to the DLC strategy of new civ for driving more people to buy to actually do anything interesting

-Battering Ram and Siege Tower now upgrade to the Medic support unit, and no longer are functional against a city with Urban Defenses
-Proselytizer Apostle Promotion only evicts 75% of existing pressure of other religions, not 100%.

Well, good thing that I managed to finish off PBEM 2 before summer patch came out! hammer Which also mean that my battering ram/Cossack combo that I showed in PBEM 2 won't work against cities with Urban Defenses anymore.

At other side: -Moved “Urban Defenses” from Civil Engineering to Steel

Which mean no nearly invincible defense when Civil Engineering is researched, instead it comes in age of flight which can penetrate Urban Defenses, which mean Cossack/battering ram combo is still valid in industrial era. mischief

I do want to say I really like this patch overall, lots of really solid changes (although a fair few should have been in the game to start with, like regenerating a map).

But for the love of god, these DLC civs. 

I recall T-Hawk and I had a discussion regarding the connection between Civ5's UAs and the game's success with a general audience, which I think is still relevant to Civ6. I'm sad to see they're employing the same design philosophy here. All these DLC civs are undoubtedly really fun to play, and feel really rewarding in SP. They're just impossible to balance in an MP environment because they're all so bimodal. Either they hit their super niche thing big and win, or they don't and utterly fail. This isn't just relegated to DLC civs, Scythia is a big standout from the initial Civ6 release civs. 

They either run over everyone with their horse archers and horsemen, or they don't and they lose. There's no middle ground for them. The game desperately needs more Chinas, Greeces, and Americas - well-rounded civs that can do a variety of things well and aren't one trick ponies.

I don't feel like this is an accurate summation of most of the DLC civs. Macedon, sure, if he doesn't go on a conquering spree all of his uniques are useless. But the rest are fairly flexible.

- Poland has some economy (better trade routes if the city has the Market UB, -1 military slot in exchange for +1 wildcard slot), some military bonuses ("culture bomb" with Encampments and Forts, Winged Hussar), a touch of faith bonus (better relics, conversion when landgrabbing).
- Australia gets bonuses on the economy districts, especially if coastal, an improvement that gives production on flatland, and turbocharged production when someone declares war on them. Their general theme is something like "prospering in adverse circumstances."
- Cyrus's bonus movement from surprise wars gets talked about a lot, but he has economic effects as well - his internal trade routes are better and I've read that the Pairidaeza is actually reasonable to build.
- Nubia has its crazy early archer dominance, of course. But they also get cheaper districts. The Nubian Pyramid makes settling in deserts better, but it's not like they're only going to prosper in deserts.

Most of them are very strong, but it's not because they are unbeatable in one niche and useless outside it, it's because they have useful and broadly applicable bonuses to go along with their one famously powerful trick.
