I'll try competency, that's something new. Haven't tried that for a while.
Seriously, I don't think I've played Gorgo properly, wouldn't mind doing it "right". I'm liking the idea of Japan though, early settler and throw down 2 Holy Sites to get a discount on as many districts as possible. I like China as well, but that's because I'll always like sitting in a corner (OK, a big corner) and playing builder.
Maybe Japan>Gorgo>Qin and then decide on what the last two I'd want to play are.

How about Aztecs? With their builder ability to rush 20% of a district's cost you get a huge discount to mid & late game districts.

Ugh, 65 production warriors? Fuck that. Can't hold against horsemen and are too expensive. And you have to attack city states or players? No fucking chance.

Yeah, they're the exact stats as heavy chariots which is an odd design choice imo since you lose flexibility early on. If you went with them and didn't want to rush I'd just suggest skipping eagle warriors / focusing on ranged defense, but I get not wanting the additional early constraints on gameplay.
Nothing else too unique comes to mind, just the usual suspects: Arabia, Russia, Germany

Russia gets production and faith from tundra tiles. So does tundra basically become plains tiles with faith?
