Yeah, the only "public" part of the diplo is whatever is posted in the respective threads imo.
No one needs to know if i send winky faces daily to Gavagai.

So, we have two options on how we limit tech trading: my idea with fixed quotas which are increased by fixed amounts at pre-agreed dates or Cornflakes' idea of a dynamic quota. I like Cornflakes' idea better but keep in mind that it would require players to track two numbers - the total amount of beakers researched and the total amount of beakers transferred away while my original idea only requires tracking the number of beakers transferred. I also think that 0.1 is too low a multiplier, 0.2 would be better. In this way, we will still have to self-research 80% of our tech.
So, place your votes on which system you like more.
I am surprised by the hostility towards the idea of public diplo thread. I conceived it as a simple quality of life improvement, like, if I want to make a general diplo announcement, I just post it in the public thread, instead of sending messages to everyone. It is not meant to be a substitute for private diplo which is very much allowed.

I like your idea of fixed quotas better tbh. Dynamic quotas come with snowballing effect.

I prefer the fixed quotas, dynamic ones just seems like extra work, and greater opportunity to screw up and make a mistake somewhere.
edit: it's still not entirely clear what mod we're using and where it can be downloaded from, anyone have a link?

I also prefer fixed quotas if thats what we decide to go with. So... Turn wise X beakers.. OR only X amount of techs from X era?
And when it comes to the mod, we are mostly using the newest RTR mod ( with some of the fixes mentioned in thread ) along with Charriu's Bug/bull added. Charriu is amazing enough to compile it into a new mod for us once we have everything mod-wise confirmed.

I mean, Tech thread basically could serve that purpose if you were still wanting private diplo + public diplo. Right?
On that note, curious if with diplo if there is anything you cant discuss? Like, mid-late game be telling neighbors "man i really want to concede" or something to that effect? Or more or less anything goes

OK, here are my suggestions on quotas:
Base: 500
T100 +1000
T130 +2000
T160 +3000
T190 +4000
T220 +5000
T250 +6000
Every 30 turns after that: +6000
Those are base beakers. Note that the mod changes the base cost of few techs, like, starting techs, archery, metal casting, so OH's data are not fully reliable. Please, comment.
