I guess I read it differently. He says he's considering conceding over even a two-front war. I gotta assume he wasn't aiming for a self-concession just a handful of turns ago and so must have felt like he'd avoid 2+ hot wars.

I think he thought Cornflakes was checked out enough to be willing to accept a war/peace, and thereby get security for that border. He knew Cornflakes was angry, but going on vacation. This latter part apparently mattered less than Scooter expected it to.

From Cornflakes's thread it looks like he wasn't planning to declare war on scooter during the vacation but he won't give a 10t treaty either.

I'm pretty sure Commodore will join the war against scooter. Now only Mr. Cairo would need to join.

Would a message in scooter's thread along the lines of "no kingmaking, TBS is playing to win" be acceptable? Would be a shame if this goes down the concession route now, although scooter may be opening up himself to Commodore so much that it's heading there anyways.

No, that's too much info. We can't tell players what's motivating their opponents.

The concession talk is fun. Going back in time a bit, CF concedes to Com or TBS:

According to PBSpy, Scooter razed Rotterdam (Great Lighthouse + MoM). I have no path to victory and am ready to concede to Commodore (or TBS ).

TBS concedes to Com or Scooter

I gave Cairo his city back.

Comm built the AP too. I doubt trying to snatch Sankore is a feasible play for me.

I concede to Commodore. TBS declared and moved everything in against Bigfoot. Nice kingmaking TBS, very cool! If you want out of the game that bad, ask for a replacement.

So the only one who hasn't conceded is Mr Cairo. Although given how quickly the game state changes we should probably check if the TBS and CF concessions still stand. I'll go do that now.

Edit: Once Scooter's slept on it will he withdraw the concession?

I think it's too early for concession talk in this game, I would give at least overnight sleep to Scooter and not prod Cairo yet.

I would add that people in general are to quick to concede.
