Sounds like this may not even happen, but just in case: the most important decision I have to make, and therefore the first one I should be running past my dedlurker, is the starting city location. I'm thinking 2SW of the starting position: it loses the plains hill, but pulls in the single best visible tile, the floodplain incense, while keeping the wheat tiles and grabbing 5 other floodplains.

Is the screenshot as currently posted correct? I'm a little confused by Naufraugar's comment, but it could simply be that he fixed it before I started reading.

I always struggle with Kurio city placement. I'd kind of hoped to pick up tips mischief . I can't see any better option than your suggestion, particularly given the peak layout. You're going to struggle for production, I'd say. At least you'll get your starting hill back to mine once you fire your Worldspell. And yeah, no question of SIP.

I believe he was referring to the tile at bottom center in the screenshot. I'm not sure what he changed it to (maybe you owe me a hint, naufragar?), but floodplain plains is definitely OP. After further thought, I'm thinking of moving 2SW 1S. That puts the floodplain incense in the 2nd ring instead of 3rd, meaning I should be able to improve it right after researching calendar, instead of waiting for a border pop. Also, since the north is uninteresting, maybe something great will appear in the southern fog to make up for losing the sheep.

You lost the floodplains part. Sorry.  alright I had changed it to a plains, but forgot to remove the floodplains feature originally.

I moved as planned, just missing the desert hill gems, but gaining a desert incense.

Someone else has a 1-hammer plant. I think it must be miguelito, since he's the only one where I win a tie score. Someone (almost certainly mackoti, and possibly Aurorarcher) is working extra hammers to accelerate their worker with IND.

Someone has two water tiles in their inner ring; everyone else is landlocked. I'm way behind on health, even with EXP, meaning other people must have more forest and not as much floodplain. I have +2 unhealth for either 6 or 7 floodplains, depending on whether the game counts two or three rings. I think it's the latter.
