Ok, so in order to trigger that bug he would have to move on the same tile as one of your stacks and then declare war. This scenario is fixed, but because he's the one triggering the situation you obviously can't generate a safestate. In this case this bug isn't fixed, we definitely reload. We ask civac to declare without triggering the bug, which should be faster then me fixing the bug and providing an update.
This leaves only the question of when we know that this bug is triggered. What's the current turn order between all players?

I'm going to play and then Amica will play and the turn will roll and then civac will play. Then Laz will play and Gira will play. That's the turn order.
civac has a chariot on top of my visible longbow on the hill, so it would be easy to accidentally trigger the bug if he declares war without moving that chariot (and the bug in fact still exists). You could ask him to move the chariot away first before declaring war which won't trigger the bug, but if the bug won't actually happen then of course he is free to do whatever he wants. If the bug is fixed and he declares war without moving his chariot, then his chariot should get teleported, probably one tile onto his elephant stack.
Or maybe he won't declare war at all and this is all just an unnecessary precaution.

This order is a bit unfortunate if we need to reload. In that case I would ask everybody to pause the game after civac played, so that I can investigate if the bug was triggered. I then can act appropriately.
Or has anybody else a better idea to handle this situation?

In order to avoid even the hint of diplomacy we would be very grateful if you could tell civac that his chariot on the Laz/Noble border could trigger a bug if he would declare war before moving it away and therefore he would be kindly asked to move it first IF he actually wants to declare war.
Telling him all that should not be new information to him (he can see all units that are important to this issue), except for the bug of course. But I'd rather it is done by someone neutral than us. Else it might lead to (unintentional) diplo, even if he just writes back "Ok, didn't intend to attack anyway" for example.

You can tell him either to move the unit away if it does not affect anything, or if it does affect something then he can go ahead and declare war and see if the bug is triggered, and if not then he can just continue as normal? I don't want to deprive civac of the opportunity to declare war without moving the chariot if that's the most optimal thing to do AND it won't trigger the bug anyway because the bug is fixed.
