Control shift is not allowed. At least I think we discussed it before and the conclusion was that it was an exploit, though it has never been listed as an explicit rule.

The walls problem was what I've been thinking about but if we, hypothetically speaking, locked all 6 opponents on their starting islands, we don't care if they have walls, just so long as they can't get off their islands.

True but they will shoot at you. A frigate, walls and crossbow would certainly go a long way to chasing you off. 

But realistically by then it will be too late. 

locking in is fine but taking cities does so much more.

I know Krill will get some but you need to be in the hunt for admirals.

some of them are excellent. A fleet or and armada really early. +3 to all ships.

Capture more cities.

New cities take over the military builds and drag down every opponent, with no city development so the cities can be lost for limited loss later on if needed.

Build districts in the starting cities.

Profit.
