Ah so we're starting simultaneous for 60 turns, then switching to sequential? sounds good. I think I'd vote for allowing full espionage, in the spirit of madness. But either is fine.

Just how big is this map going to be? Or is that a secret? You said "Lean towards roomy but not enormous" so is that a standard-size world?

Events off, barbs off, monarch difficulty, cylindrical world map?

There's some mapmaker leeway here, so it's up to them if they want to reveal more details. I tried to just give rough parameters that give us both "not cramped" and "not total sim city for 100+ turns" to make the widest variety of tech choices viable.

Oh, one more of an open question with Espionage. It sounds like we're leaning towards allowing it all. I haven't played with full Espionage in a MP game basically ever so I'm embarrassingly under-informed. Are there any missions that are going to be problems? I vaguely recall the revolt or poisoning missions being problems? Can't you force a player out of civics entirely? If we're going to allow active missions, we probably should discuss this.

With the swap to sequential I think missions are OK in terms of functionality if not balance, I can't recall about the counter espionag mission though. I think there were problems in simultaneous but don't know if the mission ends when the playyer ends turn, or when the whole turn rolls.

GMT windows.

Luddite: 1300-1700
Yuris: 1300-100
Scooter: 2300-300

I put Yuris after Luddite since he has a wider window. Just need ideal windows from Oxy and Cairo (and any setting preferences if needed).

I think I’m most concerned about forced civic swap stuff, city revolt, and forced unhappiness, but I’m inexperienced enough with espionage to not know really if the cost is high enough for it to be a fair tradeoff. We've just spent so many years either modding these out or banning active/certain missions that I'm not quite sure what the "ideal" setting is.
