Is that yet another barb city or still the same you showed a couple turns ago? I guess your military is a bit low right now to raze it? Maybe found that city on the northern tip? it's the same barb city from before. i suppose i would have been better off using the chariots to attack it and giving up the city earlier.
but honestly i'm less shocked by my bad luck and more at just how aggravating barbs can be on Monarch difficulty. I thought I remember from test games that you wouldn't get barb cities shoved this close to your borders on t50, and you would be dealing with barb archers well before barb spears. The barb activity I've seen in this game is the kind of obnoxious horseshit I would expect from Emperor and above. But maybe that is just my memory failing.
I have no idea if this is the reason or not, but remember in single player games the AIs will generally be more lackluster expanding than human opponents, which affects barb behaviour.
