I suppose? I mean, you can plan like 1.5 cities with this information. Either settle inland and get a big nice bureau cap, or settle the coast for a good city with production issues. Right now I'm leaning towards the latter because that Fish is the best tile I can see. But then where does city #2 go? You have to put it on one of the plains hills, either east of the pig or by the fur.

And what if the northern scout reveals something by the Wheat? Maybe you end up settling SW of the copper and up north by the wheat

I did plan out a SIP start for the coastal plains hill. City 2 likely goes on the plains hill by the pig. Change to Serfdom turn 0 and improve the copper in 3. Get the first work boat out eot5. Chop out a worker in city 2, finishing eot6. Pig is improved t8. Then the wheat t12. Capital hits size 2 eot7, size 3 eot9, size 4 eot11. Whip settler t17. City 2 hits size 2 eot11 and then either whips out a 3rd worker t16 or grows - depends on how much work there is - but I generally will want to line up whips so I kind of like whipping out the 3rd worker.

Best part? Capital gets to be named Torre de Belém with that position.

I said screw it and went with the original plan. Next I had to decide whether to settle city #2 immediately this turn (and get more immediate trade routes), or whether I would try to see what was out in the fog to the east. With only a pig for food I decided to risk it:




Good choice

Swapped civics into HR, Serfdom, and Org Rel. Started mining the copper (3 turns).




Working the unimproved copper so I can get the work boat out by eot5.

I think it was more annoying that I couldn't move a scout onto any of the southern hills that I would potentially want to settle on. Worked out ok in the end since it doesn't seem like there was any food to grab. 

I might regret not waiting a turn and making the capital the other city but we will see

How do you intend to get to the pig with your second city?

Religion. Ramk says he's adding them in t5 which will make the timing work perfectly for getting the pig improved
