I think you're misunderstanding. What is being proposed goes like this:
1) Any random person rolls a random Totestra map and saves the wbsave
2) Start a new PBEM with the WBSave and choose Advanced Start.
3) Everyone plays T0 in Advanced Start. They write down every purchase made and show a screenshot at end of turn.
4) I (or whoever) take the original wbsave and manually edit in the selections you made in the PBEM
5) I start a new PB from scratch with the edited wbsave and send T0 to Zulan.
Effectively you would play a dummy turn via PBEM, and a "mapmaker" would simply give you the things you spent points on.

This sounds workable. I'd strongly prefer a PB to a PBEM, it's just so much easier.

Tbh just give me a save and I will play. I spend all day organising stuff and I'm knackered, I don't have much left in the tank for this game set up

Ok, you should have all received your single PBEM turn save. This is again just to do a pseudo-advance start. Follow the instructions in the accompanying email and we should be all good.
I have realized Totestra lets you capture the seed for a roll. So I rolled a single map and wrote down the seed. Then I created a PBEM with the fixed seed and randomized your player positions. I tested it and confirmed that as long as I always use the same map settings, the fixed seed spawns the same map AND same starting positions. At least, it seems that way. Slight chance I'll have to move someone back to the spawned area, but overall it looks good. Ping me with any questions!

One more thing. Just to be safe, assume "Fog Lies." I'm almost positive the Seed method gives a 1:1 replica of the map from my testing. However, I have vague concerns there is some start normalization differences between Advance vs Non-Advance start. I don't think there is, but there could be. So I'll make sure everything you unfog in your advance start is there 1:1 even if I have to edit it back, but beyond that, tiny chance of variance.

A second more thing. This one is important.
Tribal Village spawns I do not believe can be controlled here. If you happen to pop one with your advance start spending, please call it out and I will try to replicate the results of the pop - for example if you pop a scout I'll place one there, or if you get a map I'll defog the tiles in question.

One thing, the dummy saves are generated with RB74 mod (CtH). Shouldn't matter for dummy saves to create our advanced starts, but the real save will need to use RTR mod (assume the version Krill linked earlier in this thred)
I'll sleep on it and post my choices tomorrow
