If we only have three players, I'm OK with a 3 player game. It will be fast, and the faster the game, the greater the randomness I'm willing to tolerate.
I was thinking something along these lines:
World size: Tiny
Difficulty: King or Emperor
CS: 8, remove Nan Madol
Map: Primordial (embrace the randomness and sea level rises!)
World Age: New
Start position/Tempteraturte/Rainfall/Sea level: Standard (although there is an argument for legendary start to make sure no one gets screwed over)
Game modes: Apocalypse yes
Worth discussing:
Tech and Civic shuffle (embrace randomness or not?)
Barb clans (worth it for late game CS spawns IMO)
Dramatic Ages: I'm good with fighting to control my own cities if you want it.
Goody huts: I think they should be on for this style game.
One point: in a three player game, probably want to remove Religious Victory.

No religious victory. Civ bans ala pbem 23?

I think Moari can be allowed for 3 players on a tiny map, also not sure I see the problem for Bull Moose Teddy either; if we wanted to leave Nan Madol in I'm also fine, or if it's removed.
I'm fine with banning religious settlements and work ethic.

Moari is programmed to not have a starting location, so you would be effectively playing a two-player map if someone picks that civ on a random map.
It is not that hard to get appeal so Bull Moose Teddy is around a 2x Nan Madol, which is already banned for being too strong. Thrawn was the person who banned him first.

Bull Moose is actually even banned in my friendly 3-4 games with my close friends. And we do not even ban Scythia.

lol, but do those friendly 4-player games involve any turn 50 chariot rushes? i'm guessing not, if you guys are still close friends
game concept looks cool but i am still in Feast Mode from this civ4 game, so no signup from me sadly will follow with interest though as usual

I'm fine with banning Bull Moose Teddy.
It's a three player game though, with an aim for randomness. If Work Ethic was on the table would you pick a civ that could guarantee it or go with BM Teddy?

Barb clans are actually nice as it produces new CS in bad locations.
I actually disliked the tech and civic shuffle, but if you both want it.

I'm fine with no tech shuffle. Probably prefer it off.

I can do random civ. If not random, I dunno Aztecs? Would work with the Apocalypse theme.
