I want to try the American UB. To me that looks like a broken overpowered building and I want to break it.

I really hope that we choose snakepick method
Just so I confirm my understanding of how the building works: After building a Carnegie Public Library, the +2 free GPP start accumulating but don't count towards the dice roll odds ... with the following potential options:
a) if at least 1 GPP of one type of Great Person is earned from specialists/wonder/etc. then the odds are 100% for that type
b) if two or more types of GPP are earned from specialists/wonders/etc. then the odds are a ratio of the non-library points earned (e.g. 50/40/10 Library/Scientist/Merchant would result 80% scientist and 20% merchant chance)
c) if no other GPP are earned, then a random Great Person will be born.

I look at the Spanish Citadel and think the same thing, but I ended up breaking the map instead. My understanding of the building is as you describe it.

The key to the broken-ness of the Carnegie Public Library is (a)

An early CPL can pre-earn points of a GPP type. And this can be done at each city. as PHI, the first GPerson is born in 25 turns without investing any other points. So if you get a single GEngineer point in 25 turns after building the CPL you can immediately birth a GEngineer.
Pick up Writing early > whip the CPL > pick up Metal Casting for Forge to run an engineer for 1 turn > Rush Pyramids in another city that has had a CPL brewing in the background for around 24 turns (so you already have close to a 100 point head start) and you have cumulative +14 GEngineer points per turn. Now run other specialists with Representation to power your research, birth a couple GPP while researching to Calendar, the GEngineer city will eventually catch up right when it's needed to rush MoM. Launch a GA with whatever GPP you have more of, take a bulb or three down the tech tree, chain a GA or three ... ![hammer hammer](https://www.realmsbeyond.net/forums/images/smilies/hammer.gif) ...
