Does this mean we can only settle a Tundra which has been converted to Minimal if we never scouted it during its Tundra phase, or does atmospheric terraforming lift the ban, and allow us to return to that planet? Let's say I explore system X, and find it contains a Tundra planet. As I read the rules above, I can never return there, even if my friends the Sakkra terraform to a Minimal.
Follow the spirit/intent of the rules. If you know the Sakkra have terraformed it to minimal, you can return, regardless of whether you scouted it previously. Of course the only way you can know its status has changed would be if you had scouted it previously (or had advanced scanners.)
