Depends on what you mean by "novice-tool" (when used as a verb). If you mean, "run it throught novice's balance checker as-is," you get a hilarious unfairness rating of >11,000, but since you have seven start positions on the map for six players, I doubt if that's it. If you mean, "use novice's tool to copy and paste the old world and new world together to restore Pangaea and then to redistribute the starting spots on the new giant landmass," then ... I think it can be done, but I don't expect to have time to experiment with it myself (at least, not soon).

There's a script that makes this kind of slightly-more-than-just-vaguely earthlike maps naturally (and on purpose) - I think it's called Earth2, and I think it's one of the ones that comes with BtS natively. I assume that's what this is.

Incredibly, this seems to be some people's idea of fun - maybe because some of them have never tried it. Also though, I suspect the format has ... uh ... evolved somewhat since the early nightmare games. (And it should be easier to handle with just six players than with ... say ... 14+....)
Tarkeel's start seems to be far weaker than some of the others. Non-irrigated plains wheat + crabs. The other seafood (clam) is 7 turns away for the wb and the plains sheep is also unexciting. Meanwhile Charriu gets an easy +12 food in his capital with tons of river tiles.
Looking at it a bit more it's mostly just the African position that is out of line. The other starts all are challenging to play. Though Tarkeel's start could really use a slight improvement. The position at the Asian east coast could also use a bit of improvement of the land around the capital. Capital itself is fine. That's just an error in the scenario. No player starts there.
I think if you make the body of water with the clam to the west of Tarkeel capital into a lake that's already sufficient. Would mean his wheat is then irrigated which make the start quite a bit better. There would be no change to the starting screenshot either so he wouldn't even notice. Of course, then he also would have a 3/0/2 tile at the start which has repercussions for techs and religions and the like.
Not sure what to do about the African position.
Wasn't really able to evaluate the amount of land everyone has. I have real difficulties with torus maps.
