Get the hats. Even if you didn't attend the event.
Now, this kinda negates the entire point of attending the event in the first place, and the (albeit negligible) cost of candy cane shards. It seems the only thing the event attenders got were slight increases in the Lucky/Unlucky title tracks. And a kick in the bandwidth.
So if they're making an exception in this case, why not extend it to all the hats? Granted, I can understand the logic behind not extending this to the Tengu hat (Which was only available to Factions preorders), but real life circumstances prevented me from getting the first Horns of Grenth from the first Wintersday, real life circumstances prevented me from getting the Furious Pumpkin Crown from the second Halloween. Since the practice of giving out festival headwear began, people have been asking for a chance to get any hats they missed, and every time the answer was "no".
Well now, in this case, where one of the hats in the collection aren't particularly popular anyhow, the answer is "yes". Pretty annoying, to be honest.
