It's a difficult proposition; what's a simple rule and how would it be enforced? I agree with what you say later, as the ban on city gifting will eliminate a significant portion of what a player would be able to communicate. Moreover, players are very liable to misinterpret offers, which doesn't make communication quite as effective.

About diplo , evrithing is fine by me.
Tech known bonus(i realy hate that, but i undrstynd from seven is lower in this mod) so yes.

Tides does not change the known tech bonus. It just (optionally) changes the cost of the techs.

That's everyone who's signed up voted. I count 5-3 in favor of barbs, 6-1 in favor of improvements (1 abstention), and 7-1 in favor of the tech cost scaling. So all three are YES. Only a couple people expressed any interest in further restricting diplo, so I think we're sticking with what we had there.

I'd say people can jump in under current settings until Krill starts working on the map. So Krill, how about you post when you do so? And note that we've voted for some pre-placed improvements as well as barbarians.

Also, since the only change between 1.21 and 1.2 is the America bugfix, can we use 1.2 if nobody picks America? I say this pretty much because for some reason downloading the mod is a bitch: I've been trying for hours to get 1.21 to work after it took a long time to get 1.2 to work, including what I did with 1.2, and it still hasn't worked.

It really shouldn't be difficult. Download, unzip, cut and paste, check you don't have a folder within a folder. For me it's

C:\Program Files (x86)\Firaxis Games\Sid Meier's Civilization 4\Beyond the Sword\Mods\RBCiv Tides of War v1.21

Make sure the next level after that is \Assets, not \RBCiv Tides of War v1.21 again.

Did you locate the folder in which you put 1.2? (It should end with \Mods.) If so, put 1.21 into the same folder and make sure you don't have a repeat folder inside it.

No, supposedly the admins think that every game should explicitly state if smurfs are allowed or not. I think it's a retarded rule and that you aren't a smurf, but hey, admins know best right?
