From the time perspective, it would be three (seeing as you can't have half a pause), but given that the game was down when you probably could have played then I'd think two would seem reasonable.

EDIT: For a lark, I decided to check, and was surprised that we'd actually played 8 Turns since June 13th. I would have guessed 4 or 5. Of course, we've not completed a single turn in roughly 12-14 days. I didn't check the later, but know that I completed our this turn on June 28th...

Meh, I say we charge Sandover and Cynheard one pause each, since their requests did not coincide with the game going down, and werent requests for a pause because the game came back up at a time they were unable to play like some other people's (Krill's comes specifically to mind) and leave it at that unless they or anyone else insist that honor demands that we charge them for more.
With all the problems with the game for multidudes of different reasons, this just seems fair to me.

Due to the prolonged lay off, State of the Empire reports would perhaps be useful, for after the game? What does everyone think?
