I knew they hadn't played because of that post, but I'm also going to go with the more cautious approach from here on out, and pause it whenever not sure someone hasn't been given a chance to play because of the enforced turn splits, and I think others should as well.
Generally speaking, a pause for a couple of hours while making sure everyone has had a chance to play is less of a delay to this game than having to have sunrise reload the game (which sometimes he cant do for several hours because of work and other stuff), then pause it while waiting for everyone to replay. It's also just a nice thing to do for your fellow players.
If anyone has a major objection to this, say so now so that I can be dissuaded from this approach.

Game paused until Carthage plays, avoids having to pause because the players at war after Carthage need to play during their window.
