I got this popup on one of my cities as I was changing builds.

Yes, yes I DO think that this is the right time to expand! In the middle of a huge war against a technologically superior military 10 times my size? PERFECT! smoke

Though as you can see, I did take my settler that I evacuated from Basil (with my GG) and re-found the city of Pepper, this time inland and on a hill.

No new attacks coming, so I am just rebuilding cats and growing population.

But what happened here?

Is the answer, "When the city revolts" if it ever happens? If it can happen, Shoot's decision in keeping Cumin doesn't seem so wise anymore, does it? lol
Also... WK is going nukes, isn't he? yikes
