Consider adding alt text to the image, something like "Click to View Full Size (Requires Javascript)," since you're concerned about noscript people. Alt text functions as a native tooltip on most browsers.

I can't help you with Lynx. But yes, people use it. I like Lynx at work because nobody else knows its a browser window and it just looks like a pane in Visual Studio or something.

Well actually the alt text is an alternative text to display when the image is unavailable, the tooltip should be specified in the "title" attribute.
