I'm up for map making if no one wants it. Sounds like the parameters are:

Sounds like a the request is for a lurker thread to roll ~18 unrestricted combos, then throw out the best six. Then the players in the game will decide turn order, and pick from the list of combos in reverse turn order (last turn player picks first)
I don't see a reason to throw out bad combos, they just won't get picked.
Play order is I think something like Serdoa>Kyan>Krill>Ichabod>Thoth>Seven, with potentially me and Kyan swapping positions. The lurkers role for who plays first, and then we pick in the reverse order (so If Serdoa was playing first in the turn, Seven would have first pick position).
I think we would be choosing from set leader+civ pairs though, right? I was suggesting the lurkers provide 12 combos that they think are reasonably balanced - combos they wouldn't feel too bad about randomly assigning to players in a 12-player game. That doesn't mean they have to be equal, but total duds should not be included in the count of 12. OK, but let's check when people actually want to be playing these days. In particular I would like to know when Thoth's play time is. Yeah, idea is to pick a pair in reverse turn order.
