Not sure why you need to change the tracker page unless you want to take responsibility for playing the turn.

I've made the source code for this web app, hereby dubbed the Pitboss Observer, available on GitHub.
I've also added some modifications to the Civ4 dll used by RB Mod. In addition to the event logging used by the Pitboss Portal, it also logs game state files to be used by this observer web app. Also, all RB Mod specific dll changes are now enabled by global defines in GlobalDefines.xml, which means that alongside RB Mod there is also an Observer Mod using the same dll, which is functionally equivalent to BTS 3.19, but contains the logging logic necessary for Pitboss Portal and Pitboss Observer.
