Observer mode in Civ?

It seemed that the maintenance costs shown are not the actual maintenance? For example some random city I looked at showed maintenance costs of 11.92 (approx) but had a courthouse in the city, so I'm assuming that was the pre-courthouse amount?

Good catch, you're right that it's showing the pre-courthouse amount.

I've done it now, by editing the tracker page and updating the filtering rules in the pbem46 gmail account.

Not sure why you need to change the tracker page unless you want to take responsibility for playing the turn.

I updated the web viewer, it now has PBEM46 data for turns 125 to 141. You can flip through turns in the top right corner.

I've made the source code for this web app, hereby dubbed the Pitboss Observer, available on GitHub.

I've also added some modifications to the Civ4 dll used by RB Mod. In addition to the event logging used by the Pitboss Portal, it also logs game state files to be used by this observer web app. Also, all RB Mod specific dll changes are now enabled by global defines in GlobalDefines.xml, which means that alongside RB Mod there is also an Observer Mod using the same dll, which is functionally equivalent to BTS 3.19, but contains the logging logic necessary for Pitboss Portal and Pitboss Observer.
