I have a NAP with Hans that I cancelled this turn (10 turn cool down). He is my obvious target (small, backwards, putting cultural pressure on some of my cities, close! I will be stealing PP from Hans once he completes it. In the mean time, I will be building unis, oxford while saving gold then banks and what not while teching. Plan is to clear music then probably unlock conquistadors quickly and start building a more attacking army.

Longer term tech is towards Mining Inc and Sid Sushi.

Well Chemistry doesn't really seem useful in attacking him. Obviously you won't take PP either, so if you'd use Representation I'd probably take Constitution. That also gives you potential to tech Democracy and build SoL, obviously.

Chemistry does allow you to tech Steel though.

I'll probably take Chemistry given the game situation. The +1h from workshops isn't nothing (ok, it almost is) but it does put me closer to railroads that Constitution does. Funnily enough, the biggest strike against Constitution is that it unlocks another building (jails) and I already have enough buildings to build (banks and unis) ... I don't want to get distracted from building military (it helps if you know how you play ... thus you can avoid situations that you know you don't handle well ).

Yeah - you sort of need a close by partner that can tech for that. Isk (Cal) has closed borders, the wrong religion and is running anti-esp missions against me (stealing tech is too expensive). Hans is close by, open borders, right religion but his tech rate is horrible (12! turns to tech PP while I can do it in about 3 or 4 turns at break even) - I can make more out of his cities by taking control of them.

I will still use my EPs for other missions, but they will not be my primary tech gathering tool.

A little when I need an EP boost against someone. I would say that I am running a more normal research approach (build cash, burn cash against tech).

EP for me isn't dead ... I will be using it down the track somewhat.
