Sorry, I was thinking "outside one's territory" = "in someone else's territory." I was only able to skim your post earlier, hence the confusion. I believe you can fort neutral territory.

Yeah i'm pretty sure you can't fort in someone else's territory either, that would be kinda nasty! Imaging bringing a nice stack of 10 combat workers, forting each flatland tile your stack walks onto each turn, and having your siege be immune to enemy flanking (can't flank siege inside cities, right?) That would really put the onus on the enemy to hit you with their siege to break up your stack...and you'd get to do it from reinforced defensive positioning inside the fort every time (pile in CG units into the stack for useful defense all the way to the enemy city!). Yeah, that could be kinda terrible if you could fort inside enemy territory.

Even if you could fort in someone else's territory, forts in your territory don't work for other people.

Well, I basically moved everything to defend NYPD Blue and your GT city, because the three cities down in the bottom right corner can't do anything they have that much unhappiness. Ultimately this is a gamble. It's possible you lose NYPD blue this turn, but I can keep the GT city safe for a good 6 turns. If I can keep both cities alive I think this civ will last maybe 15 turns, 25 if they don't get to capture your city to the bottom left.
