It's a testing game. I don't think that "play to win" is the only idea for this game, I think it's better to "play to break stuff" and win through that.

Still keep wandering? 2 of the cow or 8 of the rice seems decent - are we looking for something better still?

Move scout 9 and re-evaluate. If nothing interesting shows up, I would actually consider moving the settler 7 (because it looks to be coastal) and maybe settle there. The lumber mill is a 4 yield tile, and double grass cow is decent (not high food, but then only really need 1 hill in the fog for it to be an OK capital).

You could arguably move the settler 89 or 69 though. Depends how ballsy you want to be.

So we need to research AH, Mining and BW to get all three tiles improved. I'm actually fine with that, IMO, that is a good chunk of commerce available.

I think the grass hill site will be slightly better, 1 more forest, can hook the cow slightly quicker, 3 grass hills plus gems v 4 grass, 1 plains hills plus gems but 2 more grass land tiles.

question is how long until AH. I think AH takes longer than it takes to build a worker...

In fact moving to the tile the scout is on takes 1 more turn but stills speeds up the worker 1 turn net; it would delay AH slightly further though, by 1 turn, but could hook the rice immediately...

And if you wanted to do something slightly more insane (but still works) go for BW first, irrigate the rice and then go to mine a plains hill, we would put 11hpt into the settler once the mine is done (and grown to size 2).

Still prefer AH first though, but...that gets the gems online quicker.
