No, no reason to start over (although I do believe that the rebalance to starting techs is not balanced, we need to show that the belief is well founded).

I didn't know about any other definitions. My familiarity with it is in the context of board games. Flipping the table as I know it refers jokingly to the ability of any player to unilaterally end the game by, well, flipping the table. e.g. "I'm losing, guess I'd better flip the table, ha ha." So my question was: are you trying to cause the game to end prematurely?
